We should then send copies of it and the enclosures to the Admiralty and the War Office, saying that the Secretary of State wishes to associate himself with the tributes which have been paid to Admiral Harcourt on his administration of the Colony, and that a similar letter is being sent to the other Department. We should also send a short reply, thanking the Governor for his report, enclosing a copy of the letter sent to the Admiralty and saying that his appreciation of the work of Mr. MacDougall has been noted.

The file should then go to Promotions Department to note the Governor's tribute to Mr. MacDougall's work and a suitable reference should be made, on the Constitutional file, to the fact that the

Constitution in his speech on the 1st of May.
